You are, I think, the head of a family and as a result it is not necessary to tell you how the sight of these prostitutes could be fateful for many young girls.

I thus dare to hope, Mr. Prefect, that you would want to order these prostitutes to stay at home just as this is the practice in all of the major cities.

Please accept, Mr. Prefect, my most respectful greetings

L....
95 Faubourg Montmartre Paris

Paris 10 Juillet 1868-

Original:

Monsieur le Préfet,

Permettez-moi de vous exprimer
l’indignation que j’ai éprouvée hier
soir. Alors que j’étais avec deux
jeunes filles agées [sic] de 17 et 19
ans, rencontrant dans chaque
rues des filles publiques qui
acostaient [sic] tous les hommes qui
passaient auprès d’elles.

Vous êtes je crois, père de
famille et par suite il n’est
pas nécessaire de vous dire
combien la vue de ces filles
publiques peut être funeste
pour beaucoup de jeunes
filles.

J’ose donc espérer, Monsieur
le Préfet, que vous voudrez
bien ordonner aux filles
publiques de rester chez elles
ainsi que cela se pratique
dans toutes les grandes
villes--

Agréez, Monsieur le Préfet
mes respectueuses salutations

See Table On Bottom of Page 2

1st Division
2nd Bureau
Vice

Paris, this the 8th of December, 1840

Mr. Prefect,

I’m honored to acknowledge the receipt of your letter dated today concerning those named Prevost Marie and Liesse Marie Catherine Genevieve, street girls (filles publiques), arrested the 23rd of November, against whom you have pronounced the punishment of one month for the public scandal that they have brought about by their resistance.
Your letter, Mr. Prefect, which in all its contents confirms the detail of facts and circumstances which brought about the arrests of these prostitutes and which indicates the instructions, the spirit of which I executed, terminates thus: I recommend, sir, that you comply in the future to the observations that this letter contains.
I am happy, Mr. Prefect, not to have acted differently than you indicated. The girls Prevost and Liesse were arrested: 1st because they stood on the public road every day, browsing only a few meters from people coming and going, a variety of loitering well defined in one of your memoranda on the freedom of movement, and when it’s a question of street women there are more inconveniences than someone at a fixed place since it establishes contact and a strong interaction between women of ill repute and honest women; 2nd because they engage in provocations of debauchery, by indecent gestures and by rude and obscene remarks; and 3rd because they established, without anyone’s permission, a house of debauchery where many women gathered together.
The memorandum of February 20, 1828 which includes very wise measures about the limits of prostitution has gained at your hands, Mr. Prefect, new approval through the power of orders that you have renewed many times. Prostitution must be repelled from the lairs where it takes refuge, it must not come sprawling shamelessly out in broad daylight, on the public street, provoking immorality and injuring modesty, which darkness covers and conceals, which these here alone know who are attracted to it by the impure needs of an immoral imagination, which those there can’t be forced to find themselves in contact with it, who will be disgusted by so miserable a degradation so grievous to humanity.
I will comply exactly, Mr. Prefect, with all of the instructions which protect public virtue. They tolerate some evil that they cannot prevent, but they XXXX against all acts which too publicly and too visibly affront public decency and modesty.

It is an honor, Mr. Prefect,
                                	Your very humble servant,
                                	The police chief,
                                	district of city hall

[signature]</text>

They tolerate some evil that they cannot prevent, but they crack down on (sévissent contre) all acts which too publicly and too visibly affront public decency and modesty.
It is an honor, Mr. Prefect,
Your very humble servant,
The police chief,
district of city hall
[signature]</text>
