The government and the society must keep watch over as zealously and as much as possible, so that a young poor girl can neither through bad advice, or through cunning give herself over to prostitution or to entering a house of debauchery.

We must form in each city (also in the seaports) a society, establishing some Lady Protectrices (Dames Patronesses) (a Refuge) under the protection of the government for collecting all of the poor girls. Each brave family, which needed a daughter (une fille), must address themselves, each poor girl must be sent by the government to this society.
