We, the council of state, prefecture of police,
Considering that it is urgent to repress the serious disarray in the public streets caused by prostitutes (filles publiques);
We prevent that which follows:
FIRST ARTICLE.
It is forbidden for prostitutes to appear in the public streets, in order to be noticed, before the streetlamps are lit, and to remain past eleven PM.
Their presentation must be decent.
II.
They are expressly forbidden from provoking debauchery.
III.
They cannot stand at their doors, nor stand at their windows, at any time or under any pretext whatsoever.
IV.
It is forbidden for them to stand in the public streets, to form groups there, to meet there, or to go and come in in very tight places.
V.
The gardens and area around the royal palace, the Tuilleries, Luxembourg, and the Jardin du Roi are off limits to them.
VI.
It is also forbidden for them to frequent deserted and obscure streets and places, as well as clubs and other public establishments, or certain houses where prostitution is illegally promoted.
VII.
Prostitutes will abstain, while they are in their homes, from all that could give cause for complaints from neighbors and passers-by.
VIII.
Those who contravene these preceding provisions will be arrested and severely punished.
IX.
Every madam will be liable for breaches of these regulations she could have prevented.
X.
The Secretary-General and the Chiefs of the 2nd Division and of the municipal police are charged with the implementation of this.
